In 1966, Quarles took the helm as the Athletic Director and Coach for basketball and tennis at Jefferson City High School, a position he held until 1975. His leadership extended beyond the courts and fields, as he assumed the roles of Assistant Principal and Athletic Director at Jefferson Co. High School from 1977 to 1992. Quarles’ influence on the athletic programs was profound during this period, steering them towards growth and higher standards of excellence.

His administrative capabilities were further recognized as he was appointed the Director of Federal Programs and Director of Human Resources for the Jefferson Co. School System from 1992 until 2005.
