Joseph Westbrooks, born on July 13, 1919, enjoyed a prolific career in education and sports, culminating in his 2001 induction into the TSSAA Hall of Fame. His journey began at Melrose High School, where, from 1944 to 1959, he served as a teacher and coach, leading the football team to remarkable success. Under his guidance, the team secured five city championships and experienced only two losing seasons, evidencing his exceptional coaching acumen.

After fifteen impactful years at Melrose High School, Westbrooks transitioned to an administrative role. From 1959 to 1962, he took up the position of Assistant Principal at Booker T. Washington, further illustrating his commitment to educational leadership. His administrative career extended into the Memphis City School System's central office from 1964 to 1975, where he continued to influence education and athletics within the state.

Beyond his roles in schools and central administration, Westbrooks made significant contributions to the broader educational and athletic communities. He served as President of the Black State High School Association for five years (1951-1956), where he likely had a profound impact on the integration and betterment of athletic programs in Tennessee's schools during a period of significant social change. Additionally, his tenure as President of the Tennessee Education Association in 1971-1972 was marked by historic achievements, including being the first black educator elected to the position. His work on the Tennessee Congress Merger Committee further showcased his dedication to inclusivity and excellence in Tennessee's educational system.
